When I create the timesheet report I get the totals in the PDF. Is there a setting to get the totals in csv file?

No, CSV files do not get totals on purpose.  CSV files are meant for import into things like an Excel Spreadsheets.  Then you do the calculations on there.  If it had the totals in the CSV file, then the spreadsheet totals would be doubled (line items + totals = double).
